By looking at its counterparts in the world; Let's try to perceive the future of the construction industry in our country by examining the current organization chart in a large construction project.
In this scheme; We see that the services in Construction Management have become very diversified and each has become a separate area of expertise.
Planning & Control Consultancy: It is the consultancy firm that has taken responsibility for the execution of the entire project on behalf of the Owner. In our country, there are cadres that we call "Controlling Organization" within the body of public institutions. When we evaluate these organizations according to the following service contents, we see that the service received is far from professional. We can briefly summarize the content of a professional service as follows.

In Feasibility- Project and Preparation Phase:

* Feasibility studies
* Preparing the projects by engineering offices according to their expertise
* Preliminary survey (quantity, market research, manufacturing analysis) preparation
* Preparation of Technical Specifications and Tender Specifications
* Preliminary budget and Work Program preparations
* Tender of the work, selection of contractors

 

In the Execution and Realization Phase:
* Monitoring the work according to the work schedule
* Budget and Manufacturing control
* Risk Analysis

Project Group: These groups, which are divided according to their specializations such as Architecture - Engineering - Plumbing - Electricity, are responsible for the Projects. They carry out the work under the responsibility of the Planning consultancy. In our country, the organization of the Project Group is generally provided by the Architectural group. The architectural group is not able to provide sufficient efficiency in these matters, for which it is not an expert, and each group acts in its own way. In addition, since the Architectural Group is the leader, it chooses other groups for its own profit. In this system, the addressee of the Project Group is the Planning Consultancy. It is easier to direct the projects and provide technical coordination since there are technical staff with sufficient knowledge in every subject.
Technical Inspection Group: Although it is quite late, Building Inspection Firms were established in Turkey within the framework of the "Building Inspection" law numbered 4708, which was accepted and entered into force on 29 June 2001. This service has become a completely different branch of consultancy service due to this law. When we look at the duties of these companies determined by the relevant law; We see that technical supervision and Occupational Safety responsibilities are defined as the main function of these companies. To summarize them briefly;

a) Examining the ground and foundation reports of the land or land on which the building will be built and the application projects prepared by the project owners in accordance with the relevant legislation, checking the application projects and accounts prepared by the project owners and submitted directly to them,
b) To supervise the construction of the building in accordance with the license and its annexes and the legislation.
c) To control the conformity of the materials used in the construction works and the production with the project, technical specifications and standards and to document the results, to have the tests related to the materials and manufacturing.
d) To warn the building contractor in writing in order to take the necessary precautions regarding occupational safety and worker health at the workplace, and to notify the relevant regional labor directorate if the warning is not followed.
i) To have the ground, material and manufacturing tests carried out in laboratories in accordance with the specifications and standards.

 

Contractor Group - Contractor or Construction Management Group: Responsibility for the execution of construction is generally carried out by for-profit contractor groups. Considering that this construction service is an organization service, we see that it can be assigned to companies working as "Construction Management Consultant" in this position. If we summarize the work done within these companies;

 

In the Pre-Tender Preparation Phase:

All Risk Insurance System: The entire system has fully guaranteed the project against the owner. Who will cover the damages that occur within the system itself, that is, the damages caused by the undesired events of the institutions within the system. At this point, we see the All Risk Insurance System
